Are dueling shields as broken as people say?

I mean, a decent chunk of pvp masters been saying that those things are extremely OP and probably the strongest type of weapon in this patch, even stronger than swift slash. Is that correct?

If you two-hand a dueling shield, you suffer very little stamina whenever you shield-poke someone attacking you (even with colossals or straight-up kicks). They are likely bugged.
