Awful smearing when moving camera

So I tried the game on my tv and there's this awful smearing whenever I move my camera. It's like ghosting that happens when the response rate is too high or something.

Anyway it doesn't happen in any other game. I tried ds3, sekiro, doom eternal, Spiderman etc. It's just this game. Already fiddled with all the settings I could think of: AA, Ssao, HDR, resolution, borderless/fullscreen.

Anybody experience this?

I had to turn on HDR in windows 11 for my visuals to stop doing weird cray crap that no other game that i own ever does ... and i never use windows 11 hdr ever .....

Check if the game for some reason doesn’t switch to 30fps/Hz mode.
