If you want to see how bad it is open the Wiki map and zoom out a bit. Half the map is filled with so many icons you can't see under it while the other half is... yeah jack diddly.
There are multiple invaders/bosses and special mobs with either, literally, no rewards or they rewards clearly don't really work right or are struggling with an existential crisis due to how dumbfoundingly bad they are compared to prior existing alternatives (ex. why does Lamenter's Mask exist when a superior headgear does the same without the penalties, and so forth).
Need I mention how badly scripted and basic some of the bosses are such as the female dancer boss, or the numerous repetitive basically same dragons, just to toss crap in so the empty areas aren't literally empty?
If you want them to constantly release content OP you would really be looking for a MMO type product, but they can't even get 2-4 player netcode working and their engine hails from some ancient civilization predating dinosaurs which they refuse to let die.
I feel like the devs are afraid to give the player too many choices, so much cool cut content in the base game too....

For instance, you might actually appreciate party based very PvE story/lore centered MMORPGs like Blade & Soul, Final Fantasy XIV, Black Desert (er- minus that forsaken story), etc. Some of those you may actually surprisingly like, a lot, but it would depend on FROM's handling of it which is, honestly, seemingly impossible unless they bring on another team to partner for it. They can bring the type of experience you're thinking of to a MMO surprisingly well (better actually).
IMO, MMO type game IS the next big frontier for this company after Elden Ring but they're so severely stuck in the past technologically I just don't know if the obvious money machine super game is even remotely possible, like ever, with FROM's existing capacity for incompetence. This isn't even considering issues of balance which plague them dearly, too...
We'll see though...
As for keeping it non-MMO and doing something like 6 player coop...? Well, they obviously need to hire some more skilled employees for the online based code to function properly but I believe Miyazaki was favorable of the Seamless coop mod in a recent interview considering something like that for future games so it isn't impossible.

Adding in the cut content would be a dlc sized upgrade.....
