He's just this fat blob that swings around and shoots fire lightning - I don't really like his moveset, and Fromsoft relied way too much on big AoEs for his fight. There isn't much to him lorewise beyond having a fight with Placidusax.
Overall, Bayle wasn't that fun to me. It didn't feel like I was facing an opponent, it just felt like I was dodging a bunch of big explodey AoEs. It's my main gripe with a lot of the bosses in this DLC -- it doesn't feel like I'm dodging the boss. I'm paying more attention to a bunch of big FX screen flashbangs instead of trying to have a real fight.
My favourite bosses of this DLC were Midra, Metyr, Romina and Rellana - because they were the fights that felt more like traditional fights. A few AoEs, but nothing too silly. I felt like I was actually battling the enemy I was facing, and not their hitboxes.

When it comes to Dragon fights, two stand above all the rest in quality.
Midir and Sinh.
Midir had atmosphere, decent lore, good music and a good moveset. He moves around his arena a lot, but once you learn where his moves have him end up you don't spend much time running around and you can punish well. His fight heavily encourages going for his head, but doesn't punish you too harshly for trying -- it stays in reach for plenty of punish after his attacks. Dragons in Elden Ring suffer from chronic stretchy neck where they're always lifting it way too high, and punish windows are stupidly small such as that you nearly always have to be perfecting where you end up after an attack just to get a hit in.
Sinh had great atmosphere, good lore and music ripped straight from Kalameet (which means great music). He also had a fantastic moveset and fight. Brilliant fight, and a great ending to the DLC.
Bayle's cool too. He looks like a legless Balrog. But the only thing that was really interesting about him was his beef with Placidusax.
So Midir wins.
