Not Available for gifting?

I'm trying to purchase this game (my Steam region is USA) for my daughter in Japan (her Steam region is Japan), however, when selecting her as a gift, it says "The gift you are trying to purchase is not available in the recipient's region."

This is a Japanese game. Why would I be getting this error?

Try gifting her Steam Credit instead. You won't be able to gift the exact cost of the game, but you will at least still be able to essentially buy it for her.

As above. I'm not sure what the issue is, I've never had an issue buying games for a friend in Bangladesh (though usually just gift him cards as above due to regional pricing).

It probably has something to do with the differences in areas. I have never been able to gift my Singaporean friend games on here having to result to buying keys for his region for him. Although I do not recommend this since some key sites are sketchy. I would do what Shard of manus recommended and get her a credit.

Almost undoubtedly it's because of the regional pricing difference, an alternative would be gifting her the game key thru sites that sell the them.

I'm sure it's not because of the price difference. I calculated the US price vs the current JPY rate and they come out to almost exactly the same. I gifted her 4 other games today but that's the only one that wouldn't go through. I gift her games all the time, it's strange. Just trying to figure out why, out of the dozens of games I've gifted her over the last year, this one title is the only one I couldn't send.
