White mask quest not progressing

So iam playing purely offline rn through elden ring and iam trying to get to the dlc area before hiotting very late game but i still need to kill mohg. and i was aware of the offline steps to white mask varres questline where you kill the npc in altuis. i did that go back to varre and he keeps telling me to use the fingers and invade player has anyone found a work around for this or a solution to why his quest wont progress?

There is a very specific invasion point up on the Altus Plateau in a blood ruin.
Kill the red summon sign guy from that and you get a 2nd Great Stars weapon and that will count towards Varre's questline.

if your talkinjg about the magnus the beast claw guy in writheblood ruins thats who i fought and varres stll says use the fingers

Go online and use the bloody finger then use the finger severer immediately upon invading a world. Do this two more times (three in total) and speak to varre.

If you are completely adamant about doing this offline it takes a lot longer. You can still do this but you need to go to eliminate the red NPC (Magnus) in the Altus Plateau (Writheblood Ruins), you can finish it offline. By doing this, Varre's quest will be completed

Unless you have a modded character, I'd just go online real quick and do the quest like normal. Takes like 15-minutes to do. Unlike Xbox and Playstation where you need to pay to play online, PC is quick and easy to get the emblem.

thats where my issue is it is indeed modded wasnt sure if ianyone else was running into the same issue (only mods i got are armor ones thats it)

Since It's modded anyway, I think there is a mod on Nexus called something like grand merchant that lets you buy just about everything in the entire game. It even has cut content, so I don't see why it wouldn't have the emblem there as well.
