There's probably more but these are the ones I use and purchase all the time from the nomadic merchants.
There you go. First table on that page lists the infinite supply merchants with all ammo types.
Normal arrows can be bought by most merchants
Fire arrows can be bought by the merchant to the left of Caelid's Rot Swamp (he's next to the swamp)
Serpent Arrows can be bought by the merchant that is to the south of the Arena building in Caelid in a house on the hill (you can see on the map that there is a house)
Golden Arrows can be bought by the merchant that is near the north gate towards the city of Leyndell (he is on the hill inside a house), the gate in question is to the west of the big tree shown on the map (not the big tree inside the city)
Dwelling Arrows can be bought by the merchant that is in Mogh's Palace, he is hidden inside the cave in that area (it has a grace spot right after you exit the cave and is the grace closest to the boss, Mogh). He also is the one who sells burred bolts
Otherwise there also are bones which you can buy infinitely (or farm), the bell for that you can get by going to the Warshack (its located to the south of the arena in Limgrave)
You have to visit it at night and be prepared to fight a boss, once defeated he drops the bell and you can buy any amount of bones you want and therefore get all bone arrows infinitely
Some items can also be farmed easily so you can make poison, sleep, fire, bleed, freeze and rot arrows (look the wiki up to what materials you need for those arrows)
You can also make magic and holy arrows but given you can buy both of them, its kinda redundant to make the bone-version of them (unless you really want those types of damage)
And there are some arrows you can farm from enemies like the Spiritflame arrows (they are dropped by undead in Nokron)
Hope this helps and you'll be able to find the merchants mentioned (if my description wasnt enough, do look up the items on google and find the merchant + interactive map link to find them more easily)
her gang gave mo so much headache. im at NG+6 now. decided to use summons since i couldn't take the suffering anymore lol. he and freyja only lasted a few seconds with blood loss build from me and my mimic.
