Specimen Storehouse Ladder, How to Reach?

Does anyone know how to get to this area? It's guarded at the top by a fire knight but I see no way to reach it unless there is another level to move the specimens to a higher level but I already beat Messmer so IDK. Any help would be appreciated!

You enter Shadow Keep from a different entrance and go through the Church district. It's like a different dungeon.
