If you acquire an ash of war by having it dropped on a weapon by another player or slt, you can NOT duplicate it.
Duplication is only possible for ash of wars acquired the intended way.

EDIT: Unless you mean save scumming of course.

I understand that. When you get the Ash of War from the quest reward its not on a weapon. I'm hoping someone won't have it on their weapon already lol

It doesn't matter if it is on a weapon or not. If you get the Swift Slash ash of war by any other means than completing the quest, you can not duplicate it with the blacksmith mechanic.

If a player drops a Ash of War to another player, I can most certainly take that Ash of War to the blacksmith and dupe it. Obtained via quest or not that doesn't matter. Unless Swift Slash is special or bugged for some reason lol.

It does matter how you acquired it. If you got it exclusively through a player trade, it simply won't show up in the duplication window at Blacksmith Hewg. You can't duplicate it, if it isn't selectable.
If you pick ashes up, bring them to Hewg and duplicate them, that means that you have acquired at least one copy the intended way. Be it from those scarabs, as quest rewards or whatever.

I can confirm it, I got two characters in DLC, one was the character I wanted to use and played it blindly and missed signs/quest progression and opportunity to get the ash. With second one lvl 75 I skipped all bosses and got the signs to show up. I got the ash and a person to transfer it between characters.

Despite having the ash, I cannot dupe it at blacksmith.
