If you wanna get nerdy about it, the wikis generally have the the scaling spreads on the wiki for each upgrade level.
with infinite upgrade materials I can buy from merchant lady.
For endgame and DLC it means I upgrade it to near max.
I don't use final upgrade until I'm sure I will use it more than just for test.

Does the weapon have innate bleed? That puts it a cut above other weapons. example cross naginata or omen cleaver great axe.
Other weapons sacrifice scaling and power to get bleed.
Is the weapon somber smith or standard? Standard( + 25 max) tends to be better because of how you can change the scaling and ashes of war w infusions. Unless the ash of war is that good. You can check for popular ones, pvp weapons that players hate tend to be epic. Or experiment yourself.
Even if the weapon doesnt have any edge,( for fashion) you can buff and git gud. Buffs are super powerful.
Some will do huge damage, but they'll be slower.
Sometimes a weapon will be mid but have a crazy AoW stuck on it.
Etc.

You're best off having a diverse set of weapons anyway, and the DLC throws tonnes of runes and stones at you, so you can just try things out.
Personally the way I test this is like this:
Go to Leyndell underground roadside site of grace. Prepare weapon, go outside room and kill the Omen whateverhisname is with it, how fast does he die and is he able to even hit me back. That's how I know.

im at the Ruins of Zamor right now and im backtracking a bit to see if i missed lots of stuff.
Radahn's Set is a good choice though, that's one of the better sets in the base game.
