I believe if From did not do this cap to VIG they would just increase a lot the damage enemies deal to the player, making it worst in terms of defenses and making it worst overall.
It is donee this way as a balance feature, to dont screw with enemies attack damage neither with player defensive stats.
There are some enemies that can heal, it's just not the most common thing.
Also I agree that Vigor should be re-balanced since my Mages always end up with the same amount of health as my Warriors. As otherwise the game is a slog for me to get through. Maybe it speaks to my skill level, that I somewhat suck at this game, but I will say I've beaten Demon Souis, Dark Souls 1-3, Bloodborne, and Sekiro yet I still can't figure out a way to reasonably survive Elden Ring without over-leveling the meta.
So I don't know... all I can say is that the way Vigor works in this game decreases build variety.
Now you've seen a POV of the mobs, you understand why they have more HP than a player, because players have a much higher dps (and can avoid damage and can regain HP).
Also, scadutree blessings easily bring even light weapons to 1000+ damage (hand of Malenia with 70 dex is at 1300 damage on my character without buffs, waterfowl dance skill deals more than 8000 damage...).
PvP balance is awful, it is an obvious afterthought
