Report a translation problem
Go to your install location
Open the folder "Game"
There, create a text file called "steam_appid" (no quotes)
Open it in notepad and enter "1245620" (no quotes)
Save the text file and start the Elden RIng exe from within the game folder
(eldenring.exe, NOT the start_protected_game.exe)
This will bypass the anti cheat so you will get the "Inappropriate activity" warning and won't be able to log into online, but that is fine and perfectly safe - we just want to see if the game runs that way with no problems.
If it does, EAC is the culprit and you should try using your preferred search engine to look for solutions about reinstalling / fixing it.
If it doesn't work at all even with this procedure, then something else is wrong but you have eliminated EAC as the cause most likely.
In both cases, simply remove the text file you created so you can launch normally from Steam again.
Hope this helps at least narrowing down the issue.
I have a feeling it's EAC because so many other people complain about "inappropriate activity" warning and not being able to go online even though they did not bypass the anti cheat.
Could be something else entirely, but it doesn't hurt to check.
EDIT: So, after I deleted the text file and booted it normally through Steam, the game starts just fine...? Resolution still needs fixing, but what the ♥♥♥♥ is going on?
When you start normally via Steam now, does it log you in ok or do you still get the "inappropriate activity" warning?
You could try removing or editing the graphics settings config, it should be in
X:\Users\Username\AppData\Roaming\EldenRing\
(or you can just type "%appdata%" in your file explorer address bar and then find the EldenRing folder)
Move the "GraphicsConfig.xml" somewhere safe and try starting again - it *should* revert to default settings and is maybe easier to set up again.
Or try editing the values to your liking directly, maybe start with the first line and try one of these FULLSCREEN / BORDERLESS / WINDOWED that isn't already set.
if it says
<config><ScreenMode>BORDERLESS</ScreenMode>
change the BORDERLESS to one of the other ones.
Note that I'm spitballing here, I have no idea what's happening and my systems works fine and needs no workarounds.
Still weird how bypassing EAC fixed EAC but oh well. Gift horses, right?
Edit: It worked at first, now it's not, I'm back to square one again.

How to install Proton GE on the Steam Deck
Step 1: Enter Desktop Mode by holding down the Steam Deck’s power button, then selecting “Switch to Desktop”. You can navigate this with the trackpad and the onscreen keyboard (to open this, hold down the Steam button and press X), but it’s a mite easier if you plug in a mouse and keyboard via a USB-C hub.

Step 2: Once you’re in Desktop mode, open up the Discover app store - that’s the blue shopping bag icon in the taskbar – and search for ProtonUp-Qt. Click "Install" once it shows up in the search results.

Step 3: Once it’s installed, you can just click on the search result again to open its main Discover page, then hit the Launch button in the top-right corner to open it.

Step 4: In the now-running ProtonUp-Qt, click “Add version”. You’ll be presented with ProtonGE as the default compatibility tool for installation – good, we want that – as well as its latest version. Click the Install button and wait a few moments for ProtonUp-Qt to do its thing.

Step 5: Once the installed version of Proton GE appears in the installed tools list, you can close ProtonUp-QT and (go to game mode) launch Steam. Find the game you’re having problems with, open up its Properties menu, then head to the Compatibility tab and check the “Force the use…” box. Make sure the latest version of Proton GE is selected, then close the window.
Step 5 of how to install Proton GE on the Steam Deck: in the Steam app, open the game's Properties menu, open the Compatibility tab and force it to use Proton GE.
The next time you launch the game, it will use Proton GE instead of the ‘standard’ Proton version that SteamOS uses by default. This might be all you need to fix problems with broken cutscenes and sound, among other issues with Proton, though remember that it’s not a magic cure-all. You should also check ProtonUp-Qt regularly for new versions of Proton GE, which can release every few days, or even several times in a single day if it’s adding new hotfixes.
To make this process of checking for updates a little easier, try adding ProtonUp-Qt to Steam as a non-Steam game; this will let you access and use it from within the Steam Deck’s default Gaming Mode. For now, though, you’ll need to start by opening Steam in Desktop Mode. Click “Games” at the top, followed by “Add a non-Steam game to my Library”. Then, simply check ProtonUp-Qt in the list of apps and click “Add selected programs”.
With that done, you’ll find ProtonUp-Qt in Gaming Mode’s Library view, under the Non-Steam tab. Just repeat steps 4 and 5 whenever there’s a new version of Proton GE that you want to use with specific games.
I did do a bunch of things prior
Changed in game multiplayer menu (enabling everything and agreeing), restarted deck after each change, forgot WiFi/re connected, checked integrities (installed files) of ELDENRING, uninstalled/reinstalled Elden, checked for updates
Ultimately the article I found fixed it
