Leda quest not progressing past Highroad cross help please

Needle Knight Leda is still at Highroad cross, Hornset has moved to where ever (?). Theres no summoning sign in shadow keep at the top of the large ramp, Ansbach and Feyja quest lines have progress to the point where they are no longer at shadow keep. Done Thiolliers quest line up to killing him. No summoning sign for Mesmer either, havn't killed yet. i have no idea what to do as all the guilds say there should be a summoning sign at the top of the ramp for Hornset and Leda. Some guidance would be much appreciated if anyone has some.

The way it progressed for me was I accidently got Leda to say she'll go after hornsent after I finished the Ansbach/Freyja shadow keep stuff. I was kind of confused since I expected it to be Ansbach. Anyway, Leda should eventually say who she'll go after and then you can assist whoever. Just checking, but you probably broke the charm spell right?

yep...thought that may have locked my out of stuff....was checking so that i wasnt banging my head against the wall any longer than i already have lol
