Don't fight in the water. Fight on the ground. That way his lightning attacks doesn't deal twice the damage.

This is the trick, also lock on is your enemy. Oh and dragons are made of rocks so slashing damage sucks, use strike

If all else fails and you cant beat him one on one, mounting is allowed here, and he's easy to ride circles around. Torrent + Bow + Poison Arrows will easily carry the fight. It's absolutely cheese though.

The only real move that you need to get away from ASAP is when he stand up chucking duel lightning bolts as well. Everything else is relatively easy to grasp the timing on. That one if you're in the water it just convulses everywhere.

Okay here's what you do:

Step 1: Equip A Harp Bow
Step 2: Shoot several arrows AWAY FROM the dragon so only the music plays and you deal no damage.
Step 3: Roll a D20
Step 4: If you rolled a 18 or higher, the dragon wants to mate with you now.
Step 5: ???
Step 6: Create the dragonborn race through your unholy mating ritual with the dragon.
