I think your RL is a bit low. What is your weapon upgraded to? +2-4 for regular smithing stones and +1/2 for somber is a good place to be, while at RL30.
The dlc release should have a ton of new people playing the game and many people starting new characters. 360k online is a massive number.
+0. didnt want to upgrade and risk filtering out ppl. Noobs wouldnt be over +3 anyways so they should still see me.
360k online and dlc gated by mogh, a pretty dfficult boss. Highly unlikely there arent a bunch of noobs running in the early game.
I don't think you understand how big the game is. Expecting folks to stay low level while a DLC just dropped is unreasonable.

Ghosts aren't realtime.
Well, using the finger that puts your summon sign on the ground is usually the best bet for a specific boss, but if no one is summoning you'll just be waiting for nothing.
Using the effigy and setting it to near or far can help if you're willing to possibly be summoned to do something else.
Maybe it's also affected by region, or your connection. Maybe if it's poor, you're a lower priority for the matchmaker. But I have NO idea if that's true. Just a thought.
But more often than not it's probably some hidden level and gear quality modifier, and you're somehow an outlier.
