Most people tend to be 100+ there.
2) Mohgwyn Palace in particular is excluded from the rest of summoning pools. That's probably done, so summons were ready for the fight (= have Purifying Crystal Tear). As a result, there are way less people ready to help you.
Anyway, I imagine that this is not your case. More usefully, there are people who call for co-op and do not fight the boss, they stay stuck in the corner of the arena just watching, it's ugly, the person has time to help and doing this is very anti-game. To be polite...

Remember, there is no point in avoiding the "suffering now" against this boss and getting to the DLC and getting beaten up more than anything. I recommend farming, because in the DLC, even with help, it is difficult, especially at this level.
