You already mentioned Rain of Fire, but from my experience I can confirm that both Electrocharge and Divine Bird Feathers are comically bad.

Yeah so far this and the new Aspect of the Crucible incant is... just.. bad. Feels like they want this and Rain of Fire to be used to force opponents to respect your range, but I already do it with my weapons, why would I waste slots for these?
Wisdom only exists for certain hipster STR people to feel a bit more special.

I can defend Elden Stars. IN PVP it just forces people to ♥♥♥♥ off. It's not the sheer damage but the amount of damage ticks you'll eat if you don't, then the big star comes crashing down and does decent damage. While you'll never stagger by any of it, you will eat damage that will accumulate while you're getting hit by your opponent, on top of visual cluster.
Electrocharge is an area lightning damage aura, sort of like Fire's Deadly Sin but with no self-damage. The problem is it does less than 50 damage per tick to a Godrick Soldier in the gatefront ruins with 353 incant scaling, and doesn't appear to have any stagger or poise damage.
Divine Bird Feathers is a channeled short range flurry of holy projectiles. The problem is it is very short range and has a noticeable windup, so I almost always get hit on anything that's aware of me, and you have to channel it for a second or so to equal the damage of just using Catch Flame instead.
Okay so, th Electrocharge I could so being useful in a melee build coating yourself in lighting, but it needs more damage tick, or tick ultra fast.
hard to find a use case for Feathers though..
