For some reason that encounter feels like they didn't have fun in mind, yeah.
Tried it, suddenly everyone aggroed me and I never looked back. I could wait, let the dragon kill the soldiers but for what?! I don't even use dragon magic on any of my char..
I don't think OP thinks the fight is hard (and neither do I). The strategy is rather obvious ... it's just tedious, boring, chaotic and takes forever
It's not chaotic and its an introduction to more ghostflame dragons with mobs.

I get the frustration but you're blowing this out of proportion. ER is a very long game and towards the end they needed to constantly top the difficulty somehow so they just came up with the most non-artificial ways to do so (many delayed attacks/larger health pools a.s.o.). I'd argue that - not in base game but in later DLC areas - they somehow didn't follow their own base philosophy anymore.
The main From division is already working on 2 unanncounced titles - for a game as successful as this the DLC was inevitable (because if you create an expansive and expensive game like this, you want to re-use your engine some more). So even if you didn't like the DLC (and no one should fault you for it/ I also think it was mid and I think ER base game might be the best game of all time) you might like their next game when the balance curve starts on 1 again.
