I mean, you don't learn the fight ? that pretty much impossible to lose with that kind of build imo
Im far more low lvl than this with basic poke and run/roll gameplay and this beat it.

mimic tear on the second phase if you have to, but with regen and a poker you can comfortably down him... I did mine at fragment level 13 and only recently went on a merry chase for that crap.
If you get hit by a beam of light, your input-buffered roll goes off after you stagger from the lightbeam hit, and his next swing rollcatches you, and you probably get stuck in a string of input buffered rolls until you die.
His quick cross slash can't be dodged because the second hit will rollcatch you, you just have to eat the damage. Maybe you can roll into a certain space to outspace it but it's his quickest attack and it seems unlikely you can react fast enough when it also looks similar to his other attacks.
I still have no idea how to dodge half of the anime lightshow DBZ ♥♥♥♥ attacks.
His arena-wide quick nuke (not the big light beam) has NO recovery, you can't even poke him once after that, and in fact you'll probably struggle to see his next move because of white crap on the screen.
I'm not using a shield by the way, don't care but that's the character I always played as and I'll either finish or not finish the game that way. But guys, this ♥♥♥♥ is BAD. I don't care if ongbal did it finally after 5000 tries without damage, I'll have patience for maybe 500 before moving on.

It's doable, but it takes a lot of practice. I do agree that the lights in Phase 2 are a huge pain in the ass, though.
