command input is based on button release rather than button press. this logic has been in every souls game.
and if you are actually feeling that button command release input is compounding due to delay its probably your pc.

i have a really good pc and it would never match what nasa does lol.
given your use of hyperbole i am doubting you're knowledgeable about your pc's capability.
that being said you claim 300-400ms delay. this is massive delay and would make the game completely unplayable.
seems you reached roundtable hold so you've beat Margit, we call him Margitgud as that is the first trial that sets the pace and difficulty of the game.
doing that at 300ms delay would be incredibly difficult.
im not at a party so im not trying to be fun.
It's nice that the window is big so you don't have to perfectly time two R1's so they follow up, but really punishes you for making mistakes
If you're not talking about the buffer window, but the actual input delay, make sure you have a monitor with 0ms response time, have vsync off, have virtually prerendered frames low, using a wired controller/mkb, all the other normal things.
Like people have said dodge roll is when you let go of the button, not on press. Parry has 9 start up frames on small shields, 11 on medium, not a frame 1 parry like some other games.
