Lightning is a dex infusion. First of all.
Second, yes, provided you have 60/60 str/dex quality is the best infusion type for pure physical damage on most weapons. However, there are some outliers like the giant crusher that get better scaling with occult (default scaling+ARC) for pure damage.
Third, if you have 60 in every damage stat (str, dex, int, fth, & arc) you're better off with an elemental infusion like flame art, divine, or magic due to how split damage pulls ahead at really high levels due to oddities with how enemy defense is calculated. You're also better off using occult on weapons with innate bleed due to the increased bleed buildup while keeping high damage scaling.
Also, a good ash of war helps greatly too, and can even carry otherwise mediocre weapons.
And a note from a guy who plays at high RLs. If you're going to RL250 you might as well go all the way to 301+ since 301 all the way to the RL cap is all considered the same level for matchmaking. Or, something similar to that. Gives you a very wide matchmaking range.
Get your +25 flat physical damage, then buff it with whatever magic.
Pure phys is a lot simpler to do, however, and lets you have a ton more options for ashes of war if you go quality instead of occult.
