a console or 2 two is just 100% the same hardware..
A ps5 will always have the same specs.
But a PC will never be the same, also one of the reasons why most ported games never gets the same benefits..
However if this is a genuine issue you have, try adjusting your graphics so that it looks better, I play in 1440p at max settings and it is so clear of what console looks like
This game has no technical graphic options that should tell everyone from opening the menu first time what they are in for .....
OP without you mentioning your pc specs and what you are running then it's impossible to even comment. I do agree the game should be much more optimized as I have two top tier PCs and I get some horrible slow down in areas that aren't optimized. However I know the PC version IS better looking than the console version just simply for the resolution and higher quality settings the game runs. Usually the console version is something like medium specs compared to ultra and runs at 2560x1440ish compared to the PC at 3840x2160 assuming one is comparing the best console to PC settings. The ray tracing which isn't that well implemented on the PC i am unsure if consoles even have the feature.
