Is there a new dragon alter to get new dragon spells in the DLC?

Yes, there is, but you can only get one per NG.

It requires killing a very hard boss to buy it.

If you want some directions is to the south of the map.

Yes it is at the jagged peaks right after the dragon tunnel. There is a new dragon waifu there and she gives you a reusable blessing that buffs your absorption and unlike Fia's blessing it doesn't have a pointless and stupid negative effect for just having it in your bag.

Forgot to mention, but the Bear Roar spell isnt actually from the Dragon Communion and its a drop from a boss.

Hilariously enough the description makes fun of this by jokingly calling it "Bear Communion", and its part of the Bestial Incantations.

You can also get a "ghostflame" breath if you've killed one of the Ghostflame dragons. I'm not sure if there are more incantations as I got side tracked and haven't been back
