If I understand your question, you cannot swap the swords to different hands I don't believe. The fire will be in your left and the magic in your right no matter the slot you place the swords in. This means that one-handing will only attack with magic. "Two-handing" will allow the player to attack using both weapons. You'll get the fire status when the second sword lands on your combo swings.
That's correct. But the swords will always be in the same hand no matter what equipment slot is used. For dual-wielding purposes, you cannot move the fire sword to the right hand to strike first. If you dual-wield in the left equipment slot, it looks the same as if it were in the right hand equipment slot.
To your point, one-handing the weapon will impact what sword is utilized which is a nifty detail.
