Finally found it myself north of the crusade church in scadu Altus. There is a forager brood curled up on the ground shivering. If you throw a warming stone on the ground it gets up and starts scratching on the ground. Reload the area and come back and it will give it to you.

I'm at the spot for the first time and it's not here. I see messages about it so I know I'm in the right spot. Does DLC progress cause them to despawn?

Maybe, I been to another spot, and I found messages but not the guy. I am at final boss. Maybe killing Romina killed them too.
