No, I gave him the scroll and exhausted his dialogue and he mentioned giving Freja a message. Try: Giving him the scroll, exhausting his dialogue until he(or you) mentions Freja. Or reload the area and he should give the message.

I did all that and he didn't say anything. Or at least what he said didn't matter to Freyja.
Now I gotta go back there and try again.

Try talking to Leda and exhausting all of her dialogue. She should say something about eliminating Ansbach.
