Mirror Helms do not work... Why?

So there are a few things throughout the game that have a gimmick tied to their description, like "beast repellent torch" repels most mammals, even "summoned" ones, or Sentry's Torch.

Mirror Helm supposed to "ward off the intervention of the Greater Will and its vassal Fingers".
Madness is just that aaand helmet It doesn't work. Why?

It's understandable that it doesn't work in PvP, but there's a perfect area in DLC for it to be a thing and it doesn't work.

mostly just a lore helmet but they do have high status resist(for a helm anyway), nothing special about them otherwise

I know, I know...
I really like the extended functionality of some items in ER, though.
It feels like missed opportunity to get the Mirror Helm ignore the frenzy build up, caused by something staring at you.

The mirror helm is like an aluminium foil hat IRL - isn't it great? :)
