Help Needed: Elden Ring DLC Download Stuck in Loop

I am experiencing an issue where I am unable to download the DLC. Every time I reach 46GB downloaded, the process resets to 0% and the entire DLC download starts over. The error message I receive is: "content not available."

Steps I have taken so far:

- Restarted my PC and internet connection (my internet connection is stable).
- Cleared the download cache and file.
- Updated the Steam app.
- Attempted to save the 46GB progress (in the steamapps => downloading folder) to avoid starting from zero. My internet connection is not very fast (30 Mbps), so this is important.
- Switched to another download region within the steam app.

Does anyone have any suggestions on how I can resolve this frustrating issue? I just want to play the DLC.
