A lot of enemies in this dlc just straight up ignore stagger or get glitched.
Title says it all, probably needs fixing

Nah, only the bulky enemies and bosses have considerable anti-stagger. There's nothing to really fix, they wanted to push the envelope, and they went overboard. Stagger being toned down is the least of your worries, the bigger problem is aggression has basically doubled, to where having many HP flasks isn't as much of an advantage for the regular and remembrance bosses since lots of the time you'll either beat the boss before using any (after dying a couple times), or you'll never get to use most of them because there's basically very little breathing room.

ty so much i havent so many people say this and it blows my mind i would be having a really boring time 1 shoting everything then out of nowhere some super NPC would jump me while ignoring all stagger and poise etc and smash through my shield like it was not there and moving so erratic i can barely hit them and also freaking out the lock on camera so much you cant move and just end me slowly even tho everything else including bosses felt weak lol

i had straight up skinny little agile enermies jumping through my double handed heavy axe swings ignoring all stagger lol

Yup exactly, there's tiny or human sized enemies that just straight up ignore stagger.

Really? I've been staggering normal enemies with Waterfowl Dance and Wave of Gold nonstop.

not tiny not heavy and super nimble and just ignoring game mechanics come on bro lol ive played all the souls games never seen this ♥♥♥♥ !

It does feel like a lot of the enemies have increased super armor/poise for no real reason. It's like they didn't spend enough time balancing for Sorcery builds. A lot of the glinstone shard stutter is gone for no real reason...
