Anyone know how to get to this ladder in the Storehouse area of Shadow Keep?

I've tried jumping on the balcony, then stones, then over to the bookshelf but no go.

There is no way to get to that ladder from where you currently are. The only way to get to it is very far away and in another area of the map entirely.

Wow - Ok. This area is huge! Also, am I missing something or is Shadow Keep the last area you are supposed to go to? I am at level 9 Shadow power but still haven't explored the south, east or west parts of the map.

Shadow Keep is not the final area.

Yeah there is an invisible wall preventing you from jumping on top of the bookshelf

There's a pathway into the shadow keep from the East. Not through the South.
It's a Church District. Full of Water. Explore that area.
