Did a DDU clean driver reinstall and reinstalled the game nothing changes.
Looks like a new Nvidia/ATI driver may solve this issue, or a new patch, but who am I kidding, PC Playerbase ist not important for From Software.
Nevermind the fact that the dlc has been having widely reported performance issues between Steam and Reddit, there's always the risk of bringing it up and getting basement mongrels whose only skill in life is adult legos (aka PC building) to use it as an opportunity to jerk themselves off over anyone experiencing anything they haven't. It's cute how this guy gets tripped up at assumptions being made of him only to throw the same ♥♥♥♥ back at him like monkeys do. I would probably do the same if I had no other source of joy in life and still had the emotional maturity of an autistic 8 year old who gets bullied for smelling like piss in public with no other outlet than to take it out on strangers. Rolling back nvidia drivers to a previous version manually, before nvidia updated drivers for the elden ring dlc release. This fix did not solve my stuttering but fixed it for 2 of my friends.
Another possible fix (weird one) is to turn off bluetooth. You can test if this is causing you to lag by connecting/reconnecting bluetooth peripherals in-game. This actually worked for me, turning off bluetooth made me go from 20fps in some areas to 60 with barely any dips, so same as base game.
Third (risky) solution is to just disable EAC. Though apparently this did nothing for some people so ymmv

Edit. Confirmed it no longer crashes when summoning too! I can finally play the game.
