Cerulean Coast is ... nothing???

What the hell is Cerulean coast??? It's a vast wasteland of absolutely nothing for miles and miles. No caves, barely any enemies, and random 1 stop item areas with like smithing stones and useless items. Why is this area even in the game? I've been running around for about 1.5 hours now and there's nothing down there but a glowy katana and a dancer costume???

True, but it was said that this one would be a little smaller with more content closer together. It's actually worse than the base game!
