UNABLE TO GET ACCESS TO THE DLC AND I DO NOT KNOW WHY

So basically, I checked multiple times, had my dlc downloaded, went into the game and I had the Miquella's Ring emote because I pre-ordered, beat Radahn and Mogh already but unable to see the npc at the cocoon, unable to touch the hand. ( I beat the game basically but I do not know if that was the reason).

Following, I have the identical problem. I essentially beat the game but never went into NG+ for this exact reason, but I've read no where that NG+ or even starting a regular new game has anything to do with the DLC. You just have to kill Mogh and Radahn

I had an update this morning, but it might've just been the day 1 patch. Tried verifying and restarting my pc even afterwards earlier and still nothing.
