Well, if console complaints came after the day-one update, it could be.
I'm playing on borderless, still have it.
Edit: Menuing isn't that bad honestly, it drops warp or invasion accept inputs sometimes but might just come down to adapting to the new timings. Messed up muscle memory might aggravate the situation, but upgrading being slowed down seems tedious when I'm going to upgrade dozens of weapons once the dlc drops.
Well, for 1700 hours, my muscle memory memorized instant input instead of delayed. And even if I get the muscle memory for the new "timing", there are still some cases that old type would be better. I do quit-outs A LOT. And the new update doesn't help it in any way.
Found this in the patch notes under bug fixes: "Adjusted the input speed in some menus, such as conversation menus, to prevent accidental skips."

Hopefully FromSoft gets enough feedback about it and changes how it's handled, or adds an option in the menu to disable misinput protection.
I just wish developers think of people who don't accidentally do that and put a setting to enable/disable it.
It's that bad. There was a few times when I clicked a message, wanted to like it but couldn't because of the delay, then an enemy came and hit me, message closed. So it causes more problems than solutions to "miss click" problems.
