Today-ish supposed to be 6pm (EDT) but Steam says I can download at noon/1pm ish

FYI the PC is a global release, at 10pm UTC.
Consoles are Midnight release for their time zone, Locally. Exception being PDT and CDT, as they release with the EDT midnight release.

Norway uses CEST so that would be midnight your time.

how is that possible when it says its releasing in 5 hours ish and its 13:11 now? would mean its releasing around 18:00 then?

Steam will count the 5 hours down and then stay at "available soon" for 5 more hours, until global release. Has happend with lots of other games too. Chill out. No preload, no early access.
