CAN YOU PLAY DLC ON NEW GAME+2 AND ABOVE.

I have three saves my main is at new game+3 but Mohg is still alive, second save is done and haven't started new game+ and third is new character that is still in limgrave.
I would like to know can i access the dlc from new game +3 or do i have to use other save where i am not in new game + ?

You can access the DLC from any New Game cycle. The only thing that matters is that Mohg and Radahn are defeated.

Yes you can. You just need Mohg and Radahn killed. As long as you've done that on any save, no matter new game +1 or +7, you can play the DLC.

as long as you kill both mohg and radahn in your current world you should be able to access the dlc with the given information

Ok just to clarify even though I'm in new game plus I still need to beat Radahn and Mohgl despite beating them in my first playthrough.

Yep. The entrance to the DLC requires you to kill Mohg.
