Always read the store page.
Steam has a standard release time for every single release ever. Most developers go by that time but sometimes they might do a midnight release although its very very rare.

In the USA:
Consoles: 11 pm Central Time June 20th, Midnight Eastern Time June 20th/technically 21st at that time, 9 pm Pacific Time, June 20th
PC: 5 pm Central Time, 6 pm Eastern Time, 3 pm Pacific Time, June 20th.

Preload will be available 48 Hours prior to launch time on PlayStation. Xbox and PC will be available at launch time.

Steam has a counter on the hours when it comes out look on the store page it will tell you exactly how many hours till the release, Which will most likely come in a patch for the game, No preloads on pc and xbox only for playstation. For me it comes out at 9:00AM But it depends on your timezone.

Probably a little late but you do know you have to restart steam when games/dlc release to get them to show up as being able to be played?

Just refund it and buy it on sale which at that point all their server and game bugs will be fixed.
