Can we pre-install the DLC before it drops?

You will be able to pre-install around 6 hours before release according to the steam store schedule. You will not be able to play until the actual release 6 hours later. A majority of people don't understand this because they read the "no pre-load for PC", but it's how pretty much every major release is handled by steam.

I've have never seen that for any game ever. You either have pre-load or you don't.

afaik steam doesn't support pre-install for DLC. it's going to be every man for himself. personally, I plan to go around and snip a bunch of internet cables in my neighborhood to make sure no one else can hog my bandwidth.

I'm not going to argue with you dumbasses. Just look at the steam store. It's going to unlock in ~21 hours. It's standard operating procedure for steam for the past 5 years. It's how I downloaded Phantom Liberty 2 hours before release despite that also not having pre-load on PC. My theory is if the preload unlocks less than 24 hours before release they don't consider it a preload but I have to idea why they do it the way they do.

The other thing to take into account is when you preload a game Steam has to do some file verification garbage to verify you can actually play it at actual release. On my PC it takes like 15+ minutes so if you have really fast internet it might just be straight up faster to wait until the game actually releases rather than try to preload.
