Access DLC after beating Elden Beast?

Hey this has probably been asked but could not find it.
If you have beaten the Elden Beast and the game essentially but not started NG+, will you be able to access the DLC? or do you have to start NG+ on that char?

You need to beat Radahn and Mohg. Everything else doesnt matter.

As long as Mohg and Radahn are defeated, you can access the DLC at any point in the game.

Doesn't seem to be the case. Loaded up my starting character after beating the game but before starting NG+, won't let me activate the DLC.

same here. No npc on 2 saves, Mohg and Radahn are defeated. I'm tilted

restart steam, make sure to manually install dlc. I had to do this

I held off on beating the Elden Beast on NG+, but the DLC is there for me. I held off specifically because I didn't want to risk it.

I was logged off after becoming Elden Lord in Mohg's Arena, when I logged in after DL the DLC the NPC was there and I could access it without starting NG+.

So glad I left Elden Beast on two of my characters
