Need help starting Redmane castle festival.

The festival master at Redmane castle is not there trying to say to start the festival. The door to the elevator to get down to do the fight isnt there. So many quests need me to kill Radahn but I cant start the festival because the crier isnt there.

I have done Ranni's questline upto being told to kill Radahn.
I have been up Dectus Lift to Altus plateau and sat at many graces.
Blaidd, Alexander are there.
The teleporter at the Impassable bridge is active and i used it to get to the grace outside the festival.
I have cleared Liurnia, Limgrave and Weeping Peninsula, I have explored a lot in Altus Plateau, done a great deal in Calid, done stuff around the volcano manor (including the Fullgrown Starfall beast for its colossal weapon.



I unlocked needing to kill Radahn for Ranni's questline before getting to redmane castle so I cant do the castle itself. Having the teleporter active and Blaidd telling me we have to kill him there before I got there seems to have phased the castle so I cant do it.
