the capital is burned to ash and i want the achievement am i able to enter the sewers to fight him or do i need to start a new game

nope, no new game needed, you can go after killing normal mohg and after ashen capital

dude, that means you can fight him at anytime

Sewer mohg is available in both Leyndell states so yes you can still fight him post Maliketh when the capital is ash. Entrance to the sewers is easier in ash if anything, there is an entrance shortly after the first grace you spawn at Leyndell, Capital of Ash

You can fight him anytime after defeating Morgott.
