Is there any weapon to kill this without requiring to put stats into dex as a hero class? It seems you have to actually be able to use the weapon in order to build up a blood loss. Maybe they patched it and now it can't be killed without killing smaller dragons?

You can use the Venomous fang weapon that has 9/9 requirements, that will take a bit more time but deadly poison is very potent too. You can visit the insides of Fort Faroth near the dragon and then you got 14 dex, enough to wield any blood dagger. Or, y know, just rush Fort Haight and put Blood affinity on any weapon u can use
