She eventually drops 2 of them if you progress through the game. She leaves them in roundtable hold

I read, that only happens, if you don't progress her quest until its too late or something?

You can get 2 stormaxes without killing Nepheli, one is somewhere in Castle Sol and other in Leyendell after the passage in a courtyard with two Iron maidens near Manor 1st Floor grace. You can get whopping 4 axes per playthrough

You get 1 in leyndel between the real round table and the elevator to malenia's tower's teleporter. The 2nd is in castle sol by a stormhawk. You don't have to kill neph unless you want 2 asap
