I do not know how you tried to reinstall EAC (strange way you descripe)
Normally a clean reinstall of EAC is done this way
delete the 'EasyAntiCheat_EOS' folder in C:\Program Files (x86)
then Use Registry Editor to delete all keys and values that had 'EasyAntiCheat_EOS' to do this search up "REGEDIT" in search.
right-click on HKEY_LOCAL_MACHINE > Find and look up the term EasyAntiCheat_EOS and delete any you can find by search again.
There normally have to be at least 3 folders to be found in the left side with the name EasyAntiCheat_EOS and you have to delete the whole folder.
Restart Windows
then go into elden ring's game files in the installation folder and navigate to easy anti cheat, and click on the install_easyanticheat_eos_setup.bat
a prompt will pop up and hit enter
If this does not help we need the windows event viewer crash log.
Copy / paste the most recent crash related to start_protected_game.exe since it's actually relevant to the issue at hand.

It is the Windows 11 bug.
Try ro run with a new windows Administrator profile.

This sounds like the Windows is ready for a wipe and fresh install.
This problem is caused by the windows upgrade from windows 10 to 11.
In your case Windows 11 is very faulty after the upgrade and you are forced to wipe the System and doing a fresh installation with a USB installation media.
Microsoft is not able to provide a 100% working upgrade functions since the upgrade from 9x to Windows xp
some manufacturers used a offline updated windows 10 image for installation of windows 11 and cause this way the same problem
