Help with washed out image!?

So if I used HDR the game looks amazing but I can only use HDR on fullscreen which has bad screen tearing. I have tried a fps limiter to fix this and made sure the display was also set to 60hz and still screen tearing. There is some sort of washed out overlay it seems when I play the game. It goes away if i hit the windows button or click on my second monitor but the second I click back on the game to play this like wash out filter comes back. Please any help fixing this would be very appreciated.

Screen tearing is caused by a lack of V-Sync. Also, Elden Ring is locked to 60fps without using mods, so an FPS limiter won't do anything. Turn on V-Sync to reduce screen tearing.
