All depends on how you want to play really, though I think the intended route is Caelid given the distribution of smithing stones.
in terms of progression after Raya Lucaria you have the immediate option of:
- East Liurnia and Ainsel River (deep well access).
- North Liurnia and Caria Manor.
Once you've completed these you should go to:
- Siofra River (deep well access in the Mistwood area of East Limgrave).
This will then lead you story wise directly to Caelid and the next main boss.

do i have to go to the sofia well to do the Radahn quest?
Yes, but only if you want to follow Ranni, the snow witch quest and do her end. You can go to Radahn castle without it, but you lose scenes with some Npcs
