What stats should my rivers of blood build be at to not feel op?

Respec, drop yourself down to 12 strength, 18 dex, 20 arcane, then put everything else into int, faith, and mind. Oh and make sure you never upgrade RoB. Now you have a RoB build that isn't OP.

Do you, like, not even attack normally and exclusively use the AoW with a Mind stat that high? Hell, I don't even think a lot of dedicated mages run Mind that high.

As soon as I can respec i'm lowering mind. I rely on it way to much. It's a habit I picked up when I played a mage.
