Stuttering on new PC
I used to play Elden Ring on my laptop and it ran fine. After building a new PC, I can't play the game without a stutter hitting every 1-3 seconds. Below I'll list my specs, and what I've tried to fix the issue so far.

Specs:
- CPU - AMD Ryzen 7 7800X3D
- GPU - AMD Radeon RX 6700 XT
- RAM - Corsair 32GB DDR5 (x2)
- Storage - WD Black SN850X 4TB SSD
- Motherboard - MSI MAG X670E Tomahawk WiFi
- Power Supply - Corsair RM850e
- Operating System - Windows 11
- Monitors - ASUS TUF Gaming 1080p, 165Hz (x2)

Fixing Attempts:
- Turned off AMD Adrenaline in game overlay
- Deleted xbox overlay using Windows PowerShell
- Turned off Discord overlay
- Turned off Steam overlay
- Checked/Reinstalled graphics drivers
- Made sure BIOS was up to date
- Verified my Windows files to make sure nothing was wrong
- Set Elden Ring to high performance
- Messed with the power plan

Edit:
- Tried changing the "Optimizations for windowed games" On
- Checked to make sure I didn't have RTSS or MSI Afterburner

Edit after 3 days:
I have removed the answer that was pinned, because it's not working. Enabling XMP, changing the DRAM Frequency, and changing the FCLK has caused too much instability on my PC. When waking up from sleep, I get the blue screen of death. I tried to adjust the voltage settings to stop this from occurring, but that just results in your PC not even booting, meaning you have to remove your Mobo battery to reset everything to default. After 3 days of frustration and PC forum hell, I've reset my BIOS to default.

Yesterday, I actually fixed the stuttering I've had since I bought the game. The fix is so stupid it's almost unbelievable. Set the game from full screen to borderless windowed. For some reason this game tries to force the fps to 60 when it's full screen. I have a 120hz monitor and it was always getting this weird sluggishness. I changed that simple setting and manually set the FPS to 120 and it's buttery smooth. It did not fix my freezing issues but it's something to enjoy at least.

It amuses me they want to sell DLC for something this shoddily made.
heh a lot of games only work right in borderless window... something something windows full screen optimization something something they suck.

Find FCLK in CPU/Fabric settings and set to auto; FCLK:MCLK ratio needs to be set to 1:1. Then, set RAM speed to 3600mhz to start. After a restart, go back in and verify that the ratio is still set to 1:1. If it fails, it could automatically set it to something else or go into a boot loop. All XMP 2 does is set other timings according to the RAM kit, if it has XMP 2 timings programmed in. Yes, you're losing a significant amount of RAM speed based on the advertised speed/timings, but doing this would allow you to set tighter timings than previously, which is substantially more beneficial to AMD CPUs than raw speed.

It's not advertised, but XMP is a form of overclocking. Buying any RAM over a certain speed(for DDR4 it was usually 2133/2400/2666) comes with the automatic caveat that you're overclocking your system. So you have to do overclocking things to manage secondary hardware concerns like the FCLK:MCLK. Don't just take my word or anyone's word for it here, and check some videos about this. My info is slightly outdated.

I set the DRAM Frequency to 3600mhz, then made the FCLK 1800mhz and all of the stuttering in Elden Ring has gone away. What you were saying lines up with what I found on google, but was a bit less confusing. I'll add the solution to the post for whoever runs into the stuttering issue next.

Well, just so everyone knows, it's also important to describe the issue clearly and post specs as thoroughly as OP did here. I know some Ryzen-based stuff, and have done a fair bit of hobbyist overclocking and forum troubleshooting in my time, so the issue stood out to me clearly. Just built the PC? Probably some XMP bullshizzle. Would've asked to double-check cable connections next.

If anyone has any more concrete fixes I'm open to suggestions. Overclocking is convoluted and confusing as hell, and realistically shouldn't be necessary.

not me, you're on one of the fastest cpu out, you should not need to oc anything.

Forcing vsync didn't work, so have you tried forcing it OFF?
Your monitor surely has Freesync, so have that enabled globally, and force vsync off on Elden Ring. It's locked at 60 FPS, which is within Freeszync range, so in theory you won't need vsync anyway. Also try Borderless instead of exclusive fullscreen.

Also make sure the monitor you're playing is set as primary on windows. Turn off any external overlays like MSI Afterburner, Discord, etc.

But vsync off is my suggestion after reading the thread.

I changed the setting in the AMD Software from "Off, unless application specifies" to "Always off" and nothing changed.

Mine stutter in intel laptop (no mux)as well
Fixed by install Bazzite Os problem gone forever. Make dual boot OS bro some game run flawlessly on Linux and Elden Ring is one of them
And yes no need to install any driver it maybe annoying at system first setup but after u finished the setup game is run buttery smooth

Old thread but I just came across this problem on a brand new 5070 ti PC with Windows 11 and an AMD Ryzen 9700X.

I think I have fixed it for now but for me I tried capping the frame rate at 59 and turning off vsync in the Nvidia control panel, I tried lowering the refresh rate of my monitor to 60hz, I tried reinstalling the game, updating GPU drivers, updating chipset drivers, doing an SFC scan, verifying the integrity of the game files.

None of that worked. What seems to have worked for me is what another user in this threat mentioned - disabling RTSS or the Rivatuner Statistics Server. This comes installed if you select it with MSI Afterburner and you need it in order to have an on screen display in games to monitor temps and FPS and usage. I found by just disabling Afterburner which turns off RTSS with it my stuttering problems went away.
