Will the DLC potentially cost more once it comes out?

Yes. After the launch date, DLC will go up 40$. It has been confirmed.

It's on sale at Fanatical for $35. I'm tempted, but I'll probably wait for Steams Autumn/Winter sales. However, Fromsoft game prices have increased and/or sale discounts decreased since Elden Ring came out. Even Dark Souls 2 is expensive and DS1 you can only buy remastered version. I'm not even sure if DLC will be much cheaper a year from now.

Yes, exchange rates keep going up and down all the time. It may cost more or less than currently. Price is only fixed for the hamburger people.
