Do what the other two bro-skis here say, but if she's gone... just salute and move onward.
Hope the DLC comes w/ fixes.
No you don't, unless you're talking about the golden version, but he's obviously done that if he's killed Morgott.
After killing Morgott, you need to go to Stormveil and rest at a grace, then go to the throne room. Sometimes you have to rest multiple times, or you can also try resting at a couple different graces in the castle, but eventually she should appear in Godrick's throne room.
Kenneth Haight's quest is linked to Nepheli's, but I'm pretty sure you don't need to do his quest to complete Nepheli's quest.
Giving Dung Eater the potion doesn't lock anything, you need to go to Seluvis' basement and read the message to unlock the dialogue about puppets, and you need to have a few starlight shards to advance the puppet quest. Sometimes even if you have enough shards you need to go get another one to trigger the dialogue option. You can definitely complete his quest by giving the potion to Dung Eater, I've done it several times.
It doesn't lock Nepheli's quest either, you give her the ashes and then kill Morgott, make sure her dialogue is exhausted, then rest at Stormveil and go to the throne room. The last part has always been the buggiest for me, it takes several rests sometimes to trigger her appearance at the throne.
